Flock / Axon / ALPR / AI Cameras & Howard County's "live" command center

The following is an exerpt from my Reddit AMA..

Though there are Flock brand cameras in Howard County, the county government & HCPD appear to have made investments with a different, but no less problematic provider.

In addition to addressing the automated enforcement (ticketing) programs that really only generate revenue and don't actually do anything to make our streets safer, by replacing them with initiatives that do make our roads safer, there's a lot we can do to address this runaway train surveillance apparatus.

In 2011 the HCPD obtained cell-site simulator technology, allowing them them to trick your phone to connecting to the device, and then intercept calls, text messages, and other unencrypted traffic. According to reporting by the EFF, in 2021 this technology was used at least once a week on Howard County residents.

Calvin Ball has a history of taking pride in initiatives that we should be ashamed about. The "RTIC" isn't modern, but heart-breakingly dystopian.

In 2018 HCPD used automated license plate readers to scan 2.1 million license plates, and today it's virtually all traffic moving about the county.

Surveillance doesn't make safety. We deserve transparency now. I am prepared to challenge both HCPD and the Sherrif's Office on their access to, and use of these and other systems.

• Every dot on these maps should be advertised.
• Every feed needs to be accessible and auditable by the public.
• Only transparency leads to accountability and trust.
